Why does my Hamilton heat pump ice up more than my neighbour's on the Mountain?

Because you are not in the same microclimate. Lower-city Hamilton sits beside the harbour, so the air carries more moisture, and moisture on a coil below freezing becomes frost. The unit then has to run a defrost cycle to clear it. The Mountain sits about a hundred metres higher and runs drier and windier, so it frosts less but loses more heat to wind. Some icing is normal though?

Yes. A light frost on the coil in humid cold weather is the system working as designed, and the defrost cycle exists to clear it. What is not normal is ice that never clears, ice thick enough to touch the fan, or a unit defrosting every twenty minutes. Those are faults.

My heat pump worked all autumn then failed in the first hard freeze. Why?

That pattern almost always points at backup heat rather than the heat pump. Above roughly zero the heat pump carries the house alone and a dead auxiliary stage is invisible. Once outdoor temperatures fall far enough that the system needs the backup, the fault shows up immediately. We test the auxiliary stage on every diagnostic for exactly this reason.
