Near the harbour the air holds more moisture, so the coil frosts faster and the defrost cycle runs more often. Persistent ice usually means a failed defrost board, sensor or reversing valve rather than low refrigerant.

A defrost thermostat or board reading wrong will trigger on a timer instead of on demand. Every unnecessary defrost dumps heat outdoors, so you feel it as weak heating and a higher bill.

The opposite failure. Reversing valve stuck in heating, or a dead defrost sensor. The coil ices solid and airflow stops.
